31.    Reference by President :

(1)    The President may refer any matter, report or complaint for investigation and independent recommendation by the Federal Tax Ombudsman.

(2)    The Federal Tax Ombudsman shall promptly investigate any such matter, report or complaint and submit finding within a reasonable time.
